The Pioneer Valley Planning Commission prepared a report in 2014 which addressed the concerns of climate related changes with workable strategies at local and regional levels.  The report acknowledged, correctly, that even if greenhouse gas emissions were reduced, some climate change is now inevitable. The Commission urged efforts on multiple tracks.

MITIGATION

strategies to reduce GHG emissions and slow climate change.

ADAPTATION

strategies to protect communities from the impacts

CROSS-CUTTING

measures that would benefit both mitigation and adaptation.
